(Amman – 18 January 2026) A donor meeting was held at the Ministry of Planning and International Cooperation joined by Minister of State for Public Sector Development, Badriya Balbisi, to review progress under the First Executive Programme (2023–2025) and to outline priorities for the second phase of the Public Sector Modernisation Roadmap. Discussions focused on the following pillars: government services and procedures; human resources and leadership; policies, legislation and decisionmaking; data and emerging technologies; governance and the regulatory environment; efficiency of public expenditure; institutional culture; and communication and outreach.
Minister of Planning and International Cooperation Zeina Toukan commended donor support for the priorities of the first phase of the Public Sector Modernisation Roadmap, stressing that the Second Executive Programme (2026–2029) marks the transition from foundationbuilding to implementation. She affirmed that the programme reflects the government’s commitment to integrating economic modernisation with administrative reform, thereby strengthening the efficiency of the public administration and delivering tangible improvements in citizens’ lives and the quality of public services.
Toukan reiterated appreciation to partners’ support to the first phase of implementation of Public Sector Modernization Roadmap which has resulted in key deliverables on the human resources and development of the civil service digitization of government services. While emphasizing that the government will be working with the various partners in alignment with donors’ priorities to support implementation of the recently launched Second Executive Programme for Public Sector Modernisation (2026–2029).
For her part, Minister Balbisi presented a visual briefing on the Public Sector Modernisation Roadmap and the targets and projects encompassed in the Second Executive Programme (2026–2029). She stressed that the Roadmap constitutes a cornerstone of the state’s reform project saying: "Without effective institutions and qualified, competent human resources, the government cannot deliver quality services to citizens. The Roadmap complements and reinforces the Economic Modernisation Vision.”
Balbisi further explained that the Second Executive Programme aims to transform the government’s modus operandi into a single, integrated system, more productive, agile, and futureready. The programme is designed to serve citizens by providing a comprehensive framework for proactive and integrated government services, alongside an intelligent system for managing administrative workflows. This will reduce the need for citizens to move between institutions to complete a service, cut down on repetitive requirements and documentation, and establish mechanisms for listening to citizens’ voices. By linking feedback tools across ministries and agencies, the government will be able to track responses, refine services and policies, and reinforce trust between citizens and the state.
