The King opens today the second ordinary session of the 19th National Assembly

Today, His Majesty King Abdullah II opened the work of the second ordinary session of the Nineteenth National Assembly by delivering a speech to the high throne.

Within fourteen days of the speech of the throne, the councils shall submit their individual replies.

After listening speech of the High Throne, the 29th Members' Council shall hold its first meeting under the chairmanship of its President, Faisal Al-Fayez.
The agenda of the meeting shall include the election of Vice-Chairmen and aides and members of the Committee on the Formulation of the Response to the Speech from the Throne.In addition to reciting the royal revenues contained in: The special session was adjourned from 29th September last, the regular session of the Council of the Nation was rescheduled until 13 November, and the Council was invited to meet from Sunday.

Immediately upon the conclusion of the session, the House of Representatives shall hold its inaugural session, which shall be chaired by the Senior Deputy Prosecutor of the Public Prosecutor's Office, assisted by the two youngest members present, in accordance with rule 3 of the rules of procedure of the House.Deputies shall begin their work by electing the President of the Council. The Council shall not hold any discussion or issue any decision prior to the election of its President, in accordance with rule 5 of the rules of procedure.

The position of President of the Council is won by those who receive the absolute majority of attendees (half of attendance + one), if the candidates for the site are more than two, and if the candidates are only two, they are considered the winners of the relative majority, and if the votes are equal, but if no candidate receives the majority, the two candidates who have received the highest votes will be re-elected, considered the winner of the proportional majority, and if the votes are equal, they will be drawn betweenthem.

Immediately upon the announcement of the outcome of the election, the President-elect shall be invited to assume the Chair, and the election of the first and second deputies shall be conducted individually and in the manner in which the President has been elected. As for the election of the President's aides shall be conducted by one list and the two who have obtained the most relative majority shall be declared the winner. If one or more candidates for the same office are equal, the draw shall be drawn between them.

Following the election of the members of the Permanent Bureau (President, Vice-Presidents and Assistants), the Council shall elect a committee of its members to formulate a reply to the speech of the High Throne, for approval by the Council, and submit it to His Majesty the King.

At the commencement of each regular session, deputies also select members of the 15 parliamentary standing committees.

At its next six-month ordinary session, the Chamber of Deputies will discuss the draft State Budget Bill and the government units for fiscal year 2023, with a view to its adoption at least one month before the beginning of the fiscal year pursuant to article 112 of the Constitution, in addition to the legislation received from the Government, as well as 50 bills held by the Council and its Standing Committees, as well as the reports of the Court of Auditors for 2018, 2019 and 2020.

Since its election two years ago, the current House of Representatives has passed 56 laws, discussed 150 questions and sent 244 parliamentary notes to the Government.
