The Ministry of Investment (Public-Private Partnership Unit) invites qualified companies or consortia specializing in the design, construction, financing, operation, and maintenance of large-scale road and bridge infrastructure projects to participate in the Request for Qualification (RFQ) for the Amman Bridge Project.
Project Overview:
The Ministry of Investment (MoIN) of the Hashemite Kingdom of Jordan announces the Invitation for Prequalification for the Amman Bridge Project, a toll-based bridge project that connects Sweileh to the north with Naour to the south along King Abdullah II Road.
Project Scope:
The project consists of the development of a toll bridge along King Abdullah II Road, to allow uninterrupted traffic flow, with toll charges, for private vehicles and Bus Rapid Transit (BRT) buses, with an approximate length of 16 km and two lanes in each direction, including the associated works. The project will also integrate with Phase II of the Bus Rapid Transit (BRT) project, including the construction of bus stops, pedestrian bridges, and acceleration, deceleration, and storage lanes for buses, as well as the supply and operation of a fully electronic Free-Flow Tolling system, in addition to the required works and infrastructure.
The project will be implemented under a Public-Private Partnership (PPP) model, including design, construction, financing, operation, and maintenance.
Eligibility:
The Ministry of Investment seeks to select a private sector partner to implement the Project through a transparent and competitive open tender process, in accordance with the provisions of the Jordanian Public-Private Partnership Projects Law No. (19) of 2023 and Public-Private Partnership Projects Regulation No. (9) of 2024, and in line with international best practices. The tender process will be carried out in two stages. The first stage consists of a Request for Qualification (RFQ), through which interested applicants will be evaluated against predefined qualification criteria. Only applicants that are prequalified at the RFQ stage will be invited to participate in the second stage and receive the Request for Proposal (RFP) document.
Obtaining the RFQ Documents:
Interested parties may obtain the RFQ documents by sending an email titled "Amman Bridge Project RFQ Documents” to: [ATB.PPP@moin.gov.jo], stating the identity of the applying entity/applicant ("Applicant”). Within the body of the email, please attach the company’s registration certificate alongside the bank wire transfer receipt of a non-refundable fee of JOD 1,000 (or the equivalent of USD 1,410). Fee shall be wired to:

Once the RFQ documents are obtained, in order to submit an application for qualification, Applicants shall follow the detailed submission instructions stipulated therein. The deadline for submitting prequalification applications is 12/5/2026, at 12:00 (Jordan local time).
