Signing of Two Grant Agreements with the German Development Bank(KfW) to Support Education and Vocational and Technical Training in Jordan
Amman, 2 December 2025 – The Minister of Planning and International Cooperation, Zeina Toukan, signed two grant agreements with the German Development Bank (KfW) amounting to €30 million, aimed at strengthening education and vocational and technical training in Jordan. Representing the German side was Dr. Matthias Schmidt-Rosen, Director of the KfW Office in Jordan, in the presence of Dr. Bertram von Moltke, Ambassador of the Federal Republic of Germany to the Hashemite Kingdom of Jordan, Dr. Tamam Mango, Executive Director of the Crown Prince Foundation, Professor Dr. Ismail Al-Hinti, President of Al Hussein Technical University, and Eng. Ammar Al-Gharaibeh, Chief Executive Officer of the College of Advanced Vocational Training (CAVT).
The first agreement comprises a €20 million grant, marking the third tranche of the German government’s contribution to the CAVT, one of the Crown Prince Foundation’s programmes, and implemented by Al Hussein Technical University. The initiative seeks to modernise Jordan’s vocational and technical education sector, aligning it more closely with labour market demands through the establishment of a nationwide network of training centres strategically distributed across the Kingdom and the establishment of a new main campus in Amman, equipped with advanced laboratories and facilities to serve as a leading regional hub for vocational and technical education. The project also entails the creation of applied training programmes in more than 14 vocational specialisations, thereby enhancing employment prospects, fostering entrepreneurship, and equipping young people with practical skills demanded by the labour market.
This agreement was also signed on the Jordanian side by Dr. Tamam Mango, and Professor Dr. Ismail Al-Hinti.
The second agreement is a supplementary grant of €10 million for the second phase of the multi-year programme designed to accelerate the enrolment of Syrian refugee children in formal education in Jordan, in support of the Ministry of Education.
Minister Toukan commended the strategic partnership between Jordan and Germany and the continued support of the German government to the Kingdom. She underscored that education, training, and employment constitute principal priorities within the Economic Modernisation Vision, and affirmed that the project to strengthen vocational and technical education and training provides a pivotal platform linking training with the evolving needs of the labour market.
For his part, Ambassador von Moltke remarked: "Education opens doors, and skills create futures. Today we strengthen both. These agreements reflect the depth of the German–Jordanian partnership and our shared commitment to ensuring quality education for children and job opportunity for teachers in Jordan, while advancing a modern TVET system that prepares youth in Jordan for real opportunities in a dynamic economy. The CAVT model embodies our belief that skilled youth are at the heart of Jordan’s Economic Modernization Vision. Education and skills are pillars of resilience, and through this cooperation we stand alongside Jordan in expanding opportunity, supporting stability, and investing in a future that leaves no one behind.”
