The people of the homeland continue to move abroad looking for conditions in a country that employs their competence and creativity, fleeing the low standard of living and low incomes in their country , Justified by the lack of an enabling environment to invest their capabilities, as they do not trust their ideas and do not respect their aspirations. The State must not deflect these competencies once they leave its territory, but must work towards their return to the country, attract local competencies and prevent them from being alienated or emigrated to move the country's decaying economic wheel.

Economist Hossam Aish noted that the problem is not by leaving local competencies from the country, but because they leave for reasons of performance and economic process that do not provide possibilities to invest their capabilities and expertise in the economy, indicating that there are local energies capable of making a difference but suffering from unemployment.

He continued "This is a highly skilled economy" noting that evidence of this is the high unemployment rates that revolve around female and male bachelor's degree holders, so the jobs produced by the economy; It is best suited to low-skilled people, that is, it is not an economy with much technology and potential, and policies that stimulate the survival or attraction of young competencies to return to the country.

He wondered why other economies attract such a wealth of competencies. And the answer. There is a growth in the roles that these young people can play in an economic process that is evolving forward, and therefore competencies have an important and necessary place in the economic process to support what is being achieved, expressing concern that the motive for re-efficiencies will be; Their appointment to high-income positions, based on personal relationships with senior officials, which reduce their chances within the country by receiving them in office; It is a kind of frustration for local competencies. 

The country needs a society capable of growing and developing with the potential, abilities and competencies of its citizens. in addition to other experiences from abroad or expatriate local experiences and working on the work base for Jordan, In some cases, return of migrant competencies is considered to be the best, but it may be the worst due to the lack of professions, opportunities and possibilities to employ such competencies and energies as a modest economy.

He called on Aish to consider a public project in which everyone would participate. The responsibilities are divided according to knowledge, experience and degree, adding that everyone must be given the opportunity to participate in a broad economic process that is not confined to the stakeholders and capital dominant in the economic situation. He called on the Government to dismantle those bonds between stakeholders and authority, leading to breakthroughs that shared local migrant competencies and return to serve the country.

The economist Wajdi al- Almakhamrah, for his part, said that "what is facing the country today is a party called the Inheritance Group, where positions are inherited according to its relations with the Government", stating that some of them do not have the expertise and tools to manage institutions and economic sectors, and thus make the wrong decisions without conducting the necessary studies and research; which the citizen later bears.

He added that the lack of local competencies to manage the economic modernization vision file in the next 10 years, "the Government will certainly fail on this file, While the old inheritance must be dispensed with, that is, their retirement and the use of local accomplished migrant competencies ", noting that there are many cases in the inheritance of positions that have contributed to the decline of the local economic and political approach.

Al-Makhamrah Al-called for enabling local competencies and expertise to manage the economic, political and administrative files in the country; and hold them accountable for their management and results, explaining that it has never been held accountable for any official for making a wrong economic decision that helped to decline the wheel of the local economy and investments during previous governments, demanding severe measures to hold accountable those who manage incorrect economic decisions

Al-Makharmah pointed out that good opportunities have been created, and local competencies have been attracted abroad, achieving huge achievements they have been rewarded for, while the owner of achievement and thought in the country is fighting for not being in line with the system in force at home, He added that Jordanian investments abroad must be attracted to benefit from them, through the establishment of an investment fund to invest in the promising sectors in the country, and the presence of incentives and advantages to convince expatriate local investments to invest their money locally.
