OpenAI to Deploy AI Models for U.S. Military Amid Controversy

OpenAI will deploy its advanced artificial intelligence (AI) models within the U.S. Department of Defense's secure cloud networks, marking a significant step in the collaboration between Silicon Valley and the American military establishment.

The agreement follows heightened negotiations and a diplomatic rift between the government and Anthropic, according to OpenAI CEO Sam Altman's statement on X.

The deal was announced shortly after the U.S. President issued an executive order restricting federal agencies from using Anthropic's technology, deeming it a supply chain risk after the company allegedly refused government demands for unrestricted access to its models for military operations, Reuters reported.

Altman, in an internal memo obtained by Fortune, said OpenAI secured legal concessions ensuring the company's safety "red lines" remain in effect. Key provisions of the agreement include a ban on mass surveillance, mandating human oversight for any decisions involving military force, and prohibiting AI integration into fully autonomous lethal weapons.

OpenAI retains the technical right to prevent its models from executing tasks that violate the company's safety protocols and will operate its models within secured cloud environments only, excluding integration into edge systems like drones or field equipment.

Altman justified the decision as necessary to defuse tensions between Silicon Valley and the Pentagon, warning that a divide could lead to coercive legal actions against the private sector.

Anthropic, in a statement, called its risk designation a dangerous precedent aimed at pressuring companies to abandon safety standards, asserting it will challenge the decision in court.

As part of the agreement, OpenAI will deploy specialized engineers with high-security clearances to work within Department of Defense facilities. The company has stated that any breach of the safety terms by the government grants OpenAI the legal right to terminate the contract and immediately withdraw its models, according to The Times of India.
