OpenAI, the creator of the ChatGPT chatbot, is modifying its agreement with the U.S. Department of Defense following public apprehension that the deal could enable mass surveillance, according to CEO Sam Altman.

Altman acknowledged the company acted too quickly and announced the revisions on X, formerly known as Twitter, stating that OpenAI is working with the Department of Defense to incorporate additional clauses that fully clarify the company's principles.

One key addition to the agreement stipulates that OpenAI's services will not be utilized by intelligence agencies affiliated with the Department of Defense, such as the National Security Agency. Any services for such agencies would necessitate a subsequent amendment to the contract, Altman stated.

The announcement of revisions comes shortly after OpenAI revealed it had entered into a deal with the Department of Defense. This occurred hours after the U.S. government directed federal agencies to cease using tools from Anthropic, a rival AI company.

Altman admitted that finalizing the agreement was rushed. He stated that the intention was to de-escalate the situation and avoid potentially worse outcomes. However, he conceded that the move appeared opportunistic and inconsiderate.

The initial deal and subsequent revisions follow a public dispute between Anthropic and Washington concerning safeguards for Anthropic’s AI system, Claude, which concluded without a resolution.
