MPs discuss legal amendments to civil trials and execution today

The House of Representatives is to meet this morning to consider a first reading of a bill amending the Civil Procedure Law of 2018 and a bill amending the Implementation Act of 2018 from the government.


According to the reasons for the amendment of the Civil Procedure Law of 2018, it is intended to widen the selection of the local daily newspapers which are widely distributed in the Kingdom and which are adopted to publish all the judicial and executive procedures that the laws require to be published to become three newspapers rather than two newspapers. And to encourage them to compete in order to contribute to the development and spread.

Paragraph (1) of Article (12) is in accordance with the draft amendment (of the three broadest newspapers defined according to the rules, standards and mechanisms mentioned in the instructions issued by the Minister of Justice for this purpose).

The amendment aims to "expand the selection of local daily newspapers, which are widely used in the Kingdom, and which are adopted to publish all the executive judicial procedures required by law to be published as advertisements and referral decisions, to become three newspapers rather than two newspapers. In order to enable the Ministry of Justice to establish transparent, clear and fair bases and criteria in determining the most widely distributed local newspapers in the Kingdom in coordination with the competent authorities at the beginning of each year and publishing a declaration in the Official Gazette In accordance with instructions issued by the Minister of Justice for this purpose, and to encourage the local daily newspapers in the Kingdom to compete with each other in the field of journalism to contribute to the development and spread.

The amendments were issued by the Minister of Justice to set out guidelines specifying the rules, criteria and mechanisms for selecting the most widely circulated local daily newspapers and other related matters.

The legal amendments reflect the government's bias towards three daily newspapers only to direct government support through the "judicial declaration" and to ban it from the rest of the other daily newspapers, which were affected by the amendments to the two laws last year. It closed one daily newspaper and laid off another newspaper for most of its employees. It is likely that it will not be able to continue issuing because of amendments to the two laws.

The Council will discuss in its morning session today the provisional law No. (26) for the year 2010 amending the Labor Law.
