We know that there is a science called risk management, which aims to predict the assessment of the risks that we can face in all circumstances, and how to prepare to control them through the development of strategies to manage them, which reduce the negative effects to the lowest level, to reach admission with minimum dependencies in compliance with the overall risk avoidance because there are many reasons for the total avoidance of losses, and the importance of risk management shows in the event of unexpected risks.

It is a rule-based science to the extent possible of different risk levels by identifying and following procedures to control crises and minimize losses as much as possible.

As well as the preparation of studies before the occurrence of potential losses,  each type of crisis or risk suited to a particular strategy to deal with in a positive way and can be borne and ready to face all obstacles that would create constraints when taking measures to reduce any kind of risk.

 We must prepare for all possible scenarios that are conceivable and potentially dangerous, especially when examining past incidents that have occurred and we must learn from them lessons.

And we must warn from them as well as putting of preparations to reduce risks in professional ways, including awareness and guidance and methods used by all concerned parties to prevent the occurrence of losses.

We should conduct a periodic review of all events that have caused great losses, whether by life or property, to make strict decisions that would integrate a culture of risk management among citizens, of minimum and major institutions, and in all seasons of summer and winter inside the house, inside the factory, within the company, on the roads and others.

Especially the exposure of infrastructure to many risks and for many reasons affecting the safety of citizens and construction and others, then there is a criteria that must be developed for risk management and there must be references supervised to prevent of possible risks, minimize the effects and protect citizens and employees.

The management of crises and disasters is a science aimed at controlling sudden and worsening events, how to deal with them, classifying them and coping with their effects and results, taking advantage of past events and experiences of using information and data as a basis for building sound decisions and dealing immediately with the event and the size of the losses both before and after they occur.

Therefore, there are concepts and visions in every country, every society and every institution should have specialists in the concept and science of risk and crisis management, there are inevitably indicators and signs of a possible occurrence of a certain danger and there are those who believe that the occurrence of a particular event can occur deaths that rise to the title of disaster, whether it is an unsafe adventure, fires, landslides, hurricanes, and so on.

What happened to our children in the Dead Sea proves not to take into consideration the science of risk or crisis management from all departments without exception, the decision to approve a trip must be based on the study of the weather accurately and by the competent authorities, also determining the exact trip location and how safe is it, also linking the bus traffic tracking system to monitor the movement of the bus and communicate with the driver, for these are lives and not something insignificant. The other parties are to classify places according to degree of risk, especially in winter and the place of the formation of floods and prevent anyone who wants to be in a place that would pose a danger to Citizens.

In tourist areas and parks, there should be a large role for the tourist police to determine the places of citizens according to the places of risk classification. Also, it is possible to monitor all tourist areas and roads by means of special cameras with day and night vision connected to the control room in civil defense centers. Early warning sirens should be fired when a storm, hurricane or threat forms a threat to citizens in these areas, especially since the majority of tourists there are of great age i.e. elderly people.

We also found that in a tourist area classified as the first class there is no mini hospital or ambulances or specialized health centers to deal with accidents or disasters expected in that region, despite repeated over the years, also found weakness in the available facilities in the only hospital in that region and lack of cadres. The response to dealing with the disaster was not rapid or at the required level.

Note that there is a higher council of civil defense that should lay out the necessary lines and strategies for this with the study of the recurrence of disasters annually in many areas, and there must be media awareness people  before winter and awareness brochures must be distributed in the tourist areas guidance as guidance and warnings of dangerous places.

But we have always used to escape recognition of responsibility, knowing that the responsibility lies with everyone without exception. Therefore, national strategies should be re-established to classify dangerous possibilities at their times, tourist and school trips presence and controlling it, even the places where families wish to go wherever the place is. Especially since we have seen in the neighboring countries in unprecedented cases of floods and hurricanes, which caused many disasters, floods, fall of trees and electrical networks on the roads, the collapse of roads and bridges of all kinds, and we dont want to mismanage any party as far as we address decision-makers to activate the role of stakeholders in the activation of risk management and crisis management strategies and councils problem in this regard and the mechanism for joint cooperation in the event of any crisis or disaster, with the importance of the existence of a media crisis that runs the center of the crisis efficiently.
